Lawrence Treat is CEO and Director of Delta Tactical Training Group. He currently manages all aspects of Delta Tactical’s daily operations. He is a committed instructor working closely with individuals and organizations to develop and administer comprehensive personal-safety and crime-prevention training
programs geared towards firearms proficiency and personal self-defense. He is also the President of Strategic Threat Management, Inc., a California private security organization and leading provider of risk mitigation solutions and security support for law enforcement agencies, K-12 school districts, corporate entities, high-profile public figures and sensitive governmental assets.
As a United States Marine Corps veteran and experienced security operations specialist, Lawrence has served as team leader and consultant for numerous dignitary, maritime, and corporate security details where he planned and coordinated security operations for the principal and their affiliates. While providing contract maritime protection for Military Sealift Command Pacific, his team was responsible for securing U.S. government seized, foreign-flagged vessels, as well as protecting high interest U.S. naval vessels against terrorist attacks and other hostile actions. He is also the primary contract guard liaison working in collaboration with public law enforcement agencies to maintain care and custody of medically held, high-risk prisoners.
Lawrence holds several management and training certifications highlighting his expertise in security operations, crime prevention management and firearms training. Some of which include: certified NRA Pistol Instructor, NRA Range Safety Officer, NRA’s “Refuse To Be A Victim” Instructor, ALICE Training Institute certified Active Shooter Response Instructor, HITT Industries Introduction To Tactical Medicine, Multi-Family Crime Free Program/Crime Prevention Through Environmental Design (CPTED), CA Bureau Of Security And Investigative Services (BSIS) Qualified Manager and BSIS Private Patrol Operator.
Lead Law Enforcement Firearms Instructor
Robert Guzman is a veteran law enforcement officer with 20 years of criminal justice experience. He has worked in corrections, patrol and investigations. He holds a Bachelor’s and Master’s Degree in Public Administration with a minor in Criminal Justice Leadership from the University of San Francisco (USF). He is a graduate of the San Francisco Police Academy and the prestigious Senior Management Institute for Police (SMIP) in Boston, MA and LAPD Leadership Academy in Los Angeles, CA
Robert has attended many law enforcement and civilian trainings that include, but are not limited to: POST Pistol Instructor; POST Tactical Rifle; Gunshot/Stab Wounds First Aid; Tactical Medicine; CPR/AED; Glock Armorer; Dignitary Protection; and Witness Protection.
Robert has also served in the United States Marine Corps where he earned on a number of occasions the rifle “expert” shooter award. He has also received the “top” shooter award in his law enforcement career.
Samuel Baugh is a United States Army Veteran with 9 years’ experience as a Department of the Army Certified Instructor Trainer. He was the Senior Rappel Master, Fastrope Master, Special Patrol Insertion and Extractions System Master, and Stabo Systems Master for the U.S. Army, Hawaii and 25th Infantry Division Air Assault School. He is a certified U.S.M.C. Helicopter Rope Suspension Training (HRST) Master. Sam has served as a prestigious ‘Black Hat’ Instructor for the U.S. Army Airborne School as a Senior Jumpmaster. Sam is, also, a certified NRA Pistol Intstructor and NRA Range Safety Officer.
He is a graduate of the Sapper Leader Course, Special Forces Assessment and Selection course (18B selectee), Combat Lifesaver Course, Unit Armorers Course, Demolition Effect Simulator Certification Course.
Prior to leaving the U.S. Army Sam served as a Light Infantry Brigade Master Gunner for the U.S. Army’s 1st experimental unit of Action in the famed 506th Regimental Combat Team and was responsible for the training of over 4,000 soldiers in weapons marksmanship, Urban Warfare, Counter Insurgency Operations, MiTT team Certification for combat operations, and Air Assault Operations.
After leaving the U.S. Army Sam served as a California Law Enforcement Officer where he worked as a patrol officer, and played a vital roll in the design of the Safariland Exterior Patrol Armor vest which is in use by law enforcement officers nationwide. Sam conducted research and development for an Active shooter response system and was one of two officers authorized to employ the response kit throughout his department. He is the graduate of the Department of Homeland Security’s Advanced Risk and Threat Assessment Course, Narcotics Investigations Course, Law Enforcements Response to Terrorism, Best Practices of Training, S2 Safety Institute’s L.E. Guide to Understanding Terrorism and Arabic Names, Anti-Terrorism Intelligence Course, Terrorism Awareness for Law Enforcement.
Sam has served as the Assistant Event Director of Security for Elite Show Services at Levis Stadium. He served as a primary instructor for screening techniques in preparation for Super Bowl 50 in conjunction with the U.S. Secret Service, and was responsible for interior security for Super Bowl 50. He worked with local and federal authorities to identify and mitigate likely IED locations exterior to Levis Stadium in the months leading up to Super Bowl 50. He is a certified BSIS Weapons of Mass Destruction and Powers to Arrest Instructor.
Sam currently serves as the Operations Manager for Strategic Threat Management and is a Certified A.L.I.C.E. Instructor in response to Active Shooter scenarios. He has authored the 25th Infantry Division Rappel Master Handbook, conducted research and development which lead to a change in the U.S. Army’s Slingload operations, and execution of the Rappel Master Course. He authored the 506th RCT Urban Operations Training Circular which was used in preparation for Operation Iraqi Freedom and resulted in higher lethality across the RCT.
Stephen O'Connell is a certified NRA Pistol Instructor, NRA Shotgun Instructor, and NRA Range Safety Officer. He has joined Delta Tactical Training Group's team as a shotgun Instructor. He is President of the Walnut Creek Sportsmen Club at United Sportsmen Inc. in Concord, California. The Sportsmen Club focuses on hunting, shooting, and fishing.
Stephen is an avid shooter and has 50 years experience shooting various types of firearms. As a member of the Sheriff Posse for many years, he has had the privilege to attend tactical training events with the local Sheriff's department and other law enforcement agencies. In addition, he has been involved in tactical shooting with SWAT Officers in hostage situation drills.
Some of his other hobbies includes participating in skeet shooting competitions, volunteering at JOBL (Junior Optimist Baseball League) for 20 years as an umpire, coach, manager, and Executive Vice President for co-ed teams ages 4 - 18 years old. He was Vice President of the Concord Cobras Football team for over 10 years for boys and girls ages 7 -16 years old.
Stephen currently stays active working security for Strategic Threat Management, Inc.
Phil Chachere is a certified NRA Pistol instructor, NRA Shotgun Instructor, NRA Rifle Instructor, Personal Protection In-Home Instructor, Refuse to be a Victim Instructor, and Range Safety Officer. He is also a certified BSIS Firearms Instructor, BSIS Baton Instructor, Taser Instructor, Pepper Spray Instructor, and Handcuffing Instructor. In addition, Phil has been involved with developing the Weapons of Mass Destruction curriculum as required by BSIS for the BSIS Guard Card Training and the BSIS Baton curriculum.
Phil is a retired Law Enforcement Officer and teaches as a Koga Police Tactics Instructor. He has been an instructor for over 30 years and continues to grow in his training. Every year he attends the LE Training Conference to ensure that his training is up to date. He is, also, a member of the NRA (National Rifle Association), ILEETA (International Law Enforcement Educators and Trainers Association), IALEFI (International Association of Law Enforcement Firearms Instructors), NLEFIA (National Law Enforcement Firearms Instructor Association), and CAPTO (California Association of Police Training Officers).
In addition to his law enforcement experience, Phil has experience working loss prevention, security, executive protection, and as a college instructor in criminal justice. Phil currently works as a private investigator, firearms instructor, and as a BSIS instructor for Delta Tactical Training Group.
